Solution The problem is that the tabctl32.ocx file name is corrupted or outdated. I have attach to this ticket a copy of that file. You can copy it to your Windows or WINNT System32 folder. When you copy it if you get a message to overwrite go ahead and overwrite it with the new file.

Then reboot the computer and try the Prefeneces in Secure Privacy again.
